fix(faq): 修复FAQ页面静态资源路径和动态内容渲染问题 

- 修正静态资源路径从相对路径改为绝对路径 /themes/dist_static/
- 实现FAQ标题和描述的动态渲染，替换硬编码内容为模板变量
- 将固定分类标签替换为动态循环生成的分类按钮
- 集成内容分页标签实现FAQ条目的动态加载
- 修正URL参数名称从tab改为cid以匹配后端逻辑
- 添加内容过滤器去除HTML标签以确保安全显示
